Strategies for Pulwama-like attacks trace back to ISI HQ: Christine Fair

Pakistan may try more attacks via proxy because this is the only way it can show India that it is not defeated, no matter how powerful India becomes.

In the wake of the Pulwama terrorist attack, India needs a discussion about what is in its best interest — should it continue with its strategy of restraint or change its behaviour — says C Christine Fair, author of In Their Own Words: Understanding Lashkar-e-Tayyaba and Fighting to the End: The Pakistan Army's Way of War. Fair tells Bhaswar Kumar in an interview that terrorist attacks like Pulwama will continue because this is the only way Pakistan can show India that it is not defeated, no matter how powerful India becomes. Edited excerpts:

Do you think successive Indian governments’ strategic thinking has been to bide time and avoid a large confrontation with Pakistan in the interest of economic growth?

Indian governments do not say so. Unlike the US, India does not have a written National Security Strategy (NSS). Each American President has to issue an NSS and this is the standard by which informed citizens can monitor the budget and other applications of national powers. Few countries have NSS documents. These are helpful documents, as they effect a public debate and provide a road map for the elected government.

So, though one could not be certain, one could infer a general avoidance of confrontation from the Indian government's behaviour. And, it seems to be a constant since the post-Kargil time.

India understands that if it can keep focusing on its economy, it can continue increasing its defence allocation in real terms, with its overall economy continuing to grow. That will allow India to outgrow the Pakistan threat.

For its part, Pakistan understands that it has an army that cannot win the wars that it starts, and nuclear weapons that it cannot use, so it must demonstrate that India's hegemonic goals are not unchallenged. This means Pakistan must attack India through proxy actors under its nuclear umbrella, just to demonstrate that India has not defeated it or forced it into accepting the status quo.

In other words, these terrorist attacks will continue because it is the only way Pakistan can show India it does not stand defeated, no matter how powerful India becomes.
As for India, there is some value in its strategy: More people die of roads accidents in a day than those from terror in a year. But, car accidents cannot be a political issue; terror attacks can be.

India to soon deploy 1st 'smart fence' project along Pak, Bangladesh border

India will deploy laser fences and technology enabled barriers to plug venerable gaps along India's borders.

The first 'smart fence' pilot project, which entails deploying laser fences and technology-enabled barriers to plug venerable gaps along India's borders, is expected to be formally launched by Home Minister Rajnath Singh later this week, the BSF chief said Friday.
Such gadgetry will be deployed along 2,400 kilometers of India's border with Pakistan and Bangladesh in the future, he said.

Director General, Border Security Force, K K Sharma said India's relation with Bangladesh and its border guarding force, BGB, are very friendly at present, and their priority is to install these smart gadgets, as part of the comprehensive integrated border management system (CIBMS), along the Pakistan frontier first.

"The first pilot project of the CBIM system or smart fence is already in place and working in Jammu. The home minister will formally launch it on September 17... but this is a tentative date.

"On the eastern side in Dhubri, across the Brahmuptra, we have installed technical solutions on a stretch of 55-60 kilometers because there is no possibility of erecting a fence there," the BSF chief told reporters here.

He said the border guarding force is using a number of latest gadgets and technology to technology-enabled this area on the eastern side. They have been integrated and a CCTV-like feed will be given to the border post and immediate action can be taken against any intrusion attempt.

"This (Dhubri) is almost completed and likely to be inaugurated on September 27. These are initial phases. We have identified vulnerable areas along the borders and roughly an area of about 2,400-km has been identified for rolling out the CIBMS ultimately," he said.

Our priority, for the smart fence or laser fence project, is the western side because we have very friendly relations with Bangladesh and we are in no hurry, he said.
If we have to prioritise, then we will start with the borders with Pakistan, he added.

Do not indulge in 'polemics', says India after Pak rakes up Kashmir in UN

In her remarks, Pakistan's Lodhi said the "Jammu and Kashmir dispute remains a long-standing issue" on the agenda of the Council.

Pakistan's new government must not indulge in "polemics" but work to build a South Asian region free of terror and violence, India has said after Pakistan raked up the Kashmir issue at the UN Security Council.

India's Permanent Representative to the UN Ambassador Syed Akbaruddin's remarks came during the UNSC debate on Mediation and Settlement of Disputes.

"I take this opportunity to remind - Pakistan - the one isolated delegation that made unwarranted references to an integral part of India, that pacific settlement requires pacific intent in thinking and pacific content in action," Akbaruddin said at the debate on Wednesday.

Pakistan's Ambassador Maleeha Lodhi raked up the Kashmir issue during the debate, drawing a sharp reaction from Akbaruddin who said Pakistan is "regurgitating a failed approach, which has long been rejected, is neither reflective of pacific intent nor a display of pacific content.

"We hope that the new government of Pakistan will, rather than indulge in polemics, work constructively to build a safe, stable, secure and developed South Asian region, free of terror and violence," Akbaruddin said, a reference to the government in Pakistan under newly-elected Prime Minister Imran Khan.

In her remarks, Lodhi said the "Jammu and Kashmir dispute remains a long-standing issue" on the agenda of the Council. She said through its various resolutions, the Security Council has provided that the final disposition of the State of Jammu and Kashmir will be made in accordance with the will of the people "expressed through the democratic method of a free and impartial plebiscite" conducted under the auspices of the United Nations.

She said the Security Council also instituted several mechanisms including the UN Commission on India and Pakistan (UNCIP), the deployment of the UN Military Observer Group in India and Pakistan (UNMOGIP) and the appointment of UN representatives.

"Sadly, these resolutions remain unimplemented to date. The international community cannot succeed in its efforts to strengthen conflict prevention and promote pacific dispute settlement if the Security Council's own resolutions are held in abeyance, by some.
